ABSTRACT KARYADI SAHMINAN, Analysis on the Effect of Work Capacity and Motivation on the Performance of Financial Management of Local Government of Belitung Regency. (advised Leroy Samy Uguy). In this local autonomy era, Belitung Regency Government is supposed to always improve the performance of local government. There are many variables which may affect the achievement of organizational performance, such as the factor of work capacity and work motivation. This research is conducted at the Financial Revenue and Assets Management Agency of Belitung Local Government. Three variabels were observed in this research, consisting of two independent variables, namely work capacity (X1) and work motivation (X2) and one dependent variabel, namely the performance of local financial organizer (Y). The purposes of this research are : (1) To identify the effect of work capacity on the performance of local financial organizer; (2) To identify the effect of work motivation on the performance of local fiancial organizer; (3) To identify the simultaneous effect of work capacity and work motivation on the performance of local financial organizer of Belitung Regency Government. Partially and simultaneously, the two independent variables have significant effect, which means that the effect caused by the variable of work capacity and work motivation have significant correlation and effect. Therefore, in order to improve the performance of local financial organizer, it is required some policies relating to improvement of work capacity and work motivation. In the variable of work capacity based on descriptive analysis, there is still ineffficiency in the factor of skill, in which the financial organizer is faced with poor skill and it will become the center of concern in policy formulation in the future. Furthermore, in the variable of work motivation, there is inefficiency in relation to incentive policy. It has been also the center of concern in policy formulation in the future. The variable of work capacity has a more determinant effect compared with the variable of work motivation in improving the performance of local financial organizer. In order to improve the performance of local financial organizer, the variable of work capacity may be prioritized to be improved.
