ABSTRACT The research entitled The Human Resources Development to Improve the Service of Waste Management (Study at PD Bandung City Cleanness is meant to examine the influence of human resources development functions, that consist of HRD planning, implementation, and evaluation dimension. The main purpose of this research is to know and to analyze the influence of HR development (planning, implementation, and evaluation) on the service of waste management at Bandung City, partially or simultaneously. The analysis uses in this research is regression and path analysis to know the level of influence and correlation of exogenous variables on an endogenous variable. The results of the descriptive analysis is that in general: (a) the HRD planning organized by PD Bandung City Cleanness is mostly conducted well on the spot, (b) the HRD implementation as a realization of HRD strategic planning is also conducted well, regardless the technical problems on the spot, and (c) the HRD evaluation in fact is rarely taken to make some decisions. The regression analysis shows that HRD planning, implementation, and evaluation have a positive and significant influence on the service of waste management at PD Bandung City Cleanness. The founding of this research shows that the existing HR at PD Bandung City Cleanness play important roles to improve the service of waste management at Bandung City. The recommendation of this research includes: (1) because the HRD evaluation is rather difficult to do in handling the problem of waste management, PD Bandung City Cleanness should continue to improve the activities of evaluation so that the feedback from such activities can be used as a guidance to improve the performance of individual, groups, and system of PD Bandung City Cleanness in managing waste, and (2) PD Bandung City Cleanness should make a cooperation and coordination with the Bandung Municipal Government, NGOs, sponsor, and society in general, especially in terms of Final Waste Disposal.
