Labor Program Indonesia (TKI) abroad, is one of the government's efforts in tackling the problem of unemployment in the country. The role of government in this program focused on aspects of coaching, protection, and provide convenience to the parties concerned, particularly mi workers and company service providers Indonesian Workers dealer. Labour Program of which Indonesia is very useful as a source of foreign exchange earner for the country, because the workers that work would get compensation in the form of foreign exchange. Law no. 13 Year 2003 on Manpower says that every worker has the same rights and opportunities to choose, obtain, or change jobs and earn a decent income within or outside the country. Indonesian government policy by holding a moratorium are considered less favor to prospective mis, with a quota limit on candidates who will be dispatched workers to the achiever country is a condition where a person is prevented from getting a decent job as stipulated by the constitution of Indonesia republic. In this case the government is expected to provide the best solution for the search job seekers. This study uses legal methods of approach that will come in juridical normative approach taken by the legislation as a primary law and opinion of legal experts as a secondary legal materials. Data analysis of primary and secondary legal materials do juridical qualitative. Conclusions obtained from the results of the study First, the government is expected to potitioning as the party was on the part of people's status as job seekers, especially as a candidate for Indonesian Workers. The moratorium does have a positive meaning, but people expect the policies still provide good solutions to job seekers. Maybe it helps our country back on the livelihoods of the natural kind left by the first ancestors of the farming and gardening that is characteristic of the people of Indonesia which is now abandoned and many people turn to the
